Afilon Innovation, founded by Charles E. Vela, is a spinoff from Afilon Consulting.

 Afilon is dedicated to providing  innovative solutions required by the federal government, the private sector and the general public.  Its current areas of R&D include:

ELECTIONS MANAGEMENT SYSTEM: R-VOTE

R-Vote is a fourth industrial revolution solution that automatically creates personal or precinct election ballots in real-time; automates precinct management; can detect fraud; provides secure communications to transmit the ballots in real-time; applies Ballot-Chain©  to guarantee ballot legitimacy; utilizes cloud storage and computing; provides verifiable election outcomes on demand upon precinct closure.  It can be used for early voting or election day voting.

R-VOTE is a universal voting system technology that does not require coding to adapt to any election: federal (i.e. president, senate and congress); state elections; county and city elections.

R-VOTE was designed with security in mind to guarantees vote transaction security; multi factor authentication; encryption and hashing technologies; back-end security architecture to protect from hacking; and best practices in network security policies and disaster recovery.

R-VOTE was designed to comply with strong requirements associated with security, accuracy, integrity, swiftness, privacy, auditability, usability, accessibility, scalability, performance and capacity engineering to withstand workload demands, and throughput and storage requirements, cost-effectiveness, and ecological sustainability.

R-VOTE has three modes for casting the ballot:

  1. Offsite via smart devices

Enables ballot retrieval, ballot casting and reporting through wireless communications. The system produces a paper trail of each ballot.

  1. Offsite via a web browser (under development)

Enables ballot retrieval, ballot casting and reporting through the internet. The system produces a paper trail of each ballot.

  1. Onsite (precinct poll station) via smart devices

Offers real-time configuration of the Poll Stations and Poll Book, ballot casting, reporting via wireless communications. The system produces a PDF for each ballot as paper trail. The system calculates the precinct tally and produces a PDF tally record in the backend and delivers it in real-time to the precinct.

  1. Onsite “air gapped” (no outside connectivity)

Enables real-time Poll Stations and Poll Books configurations, ballot casting. The system produces a PDF for each ballot. It calculates the precinct tally and produces a PDF tally record on site at the precinct.

OTHER R&D

Intelligent Surveillance System (Sentinela)

Afilon Innovation has developed almost to completion an intelligent surveillance system, Sentinela, which includes detection, tracking and object recognition system.  Charles led the requirements analysis and business rules, workflow and architectural design of Sentinela.  Currently, on hold in order to complete and market R-VOTE.

Intelligent Emergency Management

Afilon Innovation has developed (about 50% of completion) an intelligent Emergency Management System, that includes triage, patient tracking, evacuation, family tracking, asset management, command and control center, among other capabilities.  Charles led the requirements analysis and business rules, workflow and architectural design of Afilon’s Intelligent Emergency Management System.  Currently, on hold in order to complete and market R-VOTE.

Charles E. Vela is the founder and vision behind Afilon. He brings over 25 years’ experience as a leading research and development engineer, educator, and entrepreneur. Throughout his career, he has managed large scale and complex programs that apply advanced technologies. He has supported federal agencies in business transformation and modernization in the acquisition, design, integration, deployment and operation of large-scale complex, mission-critical systems.
